摘要
中国连续多年实施的就业优先战略具有科学性和规律性。融合二元经济结构、人口红利与比较优势理论建立一个框架,可分析中国实施就业优先战略的内在逻辑。因应劳动力比较优势的动态变化和经济社会发展,就业优先战略的内涵指向也要做出阶段性的调整。当前,经济新常态下的中国正努力迈向高等收入阶段,就业优先战略的内涵指向要由"就业数量优先"向"就业质量优先"转移,推促实现充分就业和体面就业。
China's employment priority strategy,which has been implemented for several years,is scientific and full of regularity.To analyze the inherent logic of China's employment priority strategy,we can build a framework under the theory of dualistic economic structure,demographic dividend and comparative advantage.With the dynamic change of labor resource comparative advantage and the development of economy and society,the connotations of employment priority at different phases should be adjusted.China is now under the new normal in economy and striving to enter higher income stage,so the connotations of employment priority should be adjusted from "employment quantity priority" to "employment quality priority" correspondingly,promoting to achieve full employment and decent work.
