摘要
文中对我国海上设施监管现状进行梳理,结合国外海上油气开发较早、规模较大的沿岸国的监管经验及国际行业组织的相关要求,对我国海上设施的海事监管和专业技术人员供给提出建议。
This paper reviews the existing conditions of the supervision and control of marithne facilities and analyzes the disadvantages for maritime administration. In view of the experience of coastal states with relatively early and large-scale development and exploitation of offshore oil and gas and relevant requirements of international organizations, it atso proposes suggestions for the Maritime Safety Administration and professional technical staff.
