摘要
安全监管是保障我国煤炭安全生产的关键。现有的煤矿安全监管系统在保证煤矿安全生产方面取得了良好的效果,但依然存在着缺陷和不足。基于此提出了借鉴工程监理制,成立独立于煤矿企业安全管理部门和国家煤矿安全监管机构的对煤矿企业实施监督管理的第三方安全监管企业,并探讨了建立煤矿安全生产监管第三方管理制度。结果表明,引入煤矿第三方安全监管公司,对煤炭安全生产能起到积极作用,弥补政府监管主体的动态监管的缺失和煤矿企业安全生产能力的不足。
Safety supervision is the key to safe production in mines. The current safety supervision system has achieved some good results but still has some defects and limits. Therefore,in light of the engineering supervision system,we propose to set up a third-party safety supervision company which is independent of the supervised coal enterprise and national coal mine safety regulatory agency. In addition,we discuss how to establish the management system of the third-party company. The results show that the introduction of the third-party safety supervision company could actively protect the safe production and compensate for the lack of dynamic supervision of the government and the capacity deficiency of the safety production in mines.
