摘要
当今世界,人类社会面临的最严重危机不是经济危机而是制度危机,无论是全球治理层面还是国家治理层面,无论是西方发达国家还是广大发展中国家,制度变革远远落后于政治、社会、文化和经济发展,新制度供给严重短缺。在全球性制度危机的大背景下,中国特色社会主义制度的优势逐渐被世界认可。文本重点研究的问题包括:世界制度危机的表现和根源;中国的制度到底有哪些鲜明的特点和优势;我们的制度自信、道路自信、理论自信、文化自信的底气何在;中国的发展和改革探索对世界范围的制度危机有哪些贡献。
The most serious crisis faced by human society is not the economic crisis but the institutional crisis in the world today. Institutional reform lags far behind political, social, cultural and economic development, and the new institution is in short supply, whatever in global or national governance level, whatever in western developed countries or developing countries. In the context of the global institutional crisis, the advantages of socialism with Chinese characteristics have gradually been recognized by the whole world. The main research problems in this paper include： the manifestations and origin of world institutional crisis; the distinctive characteristics and superiority of China＇s institution advantages; the backup of China＇s confidence in institution, path, theory and culture; and the contribution of China＇s development and reform exploration to the world-wide institutional crisis.
