摘要
完善的公众参与食品监管体制机制,是提升食品安全监管效能、降低食品安全事件发生概率颇为有效的制度。在主体地位、监管方式、监管责任等方面,公共治理理论为公众参与食品安全监管制度提供了充分的理论基础。由于食品生产的广泛性、复杂性,政府监管经常顾此失彼,而公众参与食品安全监管则遭遇规范缺失、经济成本、信息赤字、信任危机等困境。针对我国实际情况,运用公共治理理论,可以通过建立多元主体互动监管制度、扩大公众参与监管范围、丰富公众参与监管方式、建立公众参与监管保障机制等途径,化解我国当前公众参与食品安全监管的困境。
The complete regulatory system of public participation in food safety is the most effective way to improve the effect of the food safety regulation as well as reduce the probability of cases about food safety. The theory of public governance provides rational basis of public participation in food safety in terms of the subjects ' status, the way of regulation and the responsibility of regulation. Because of the extensiveness and complexity of food production, it is hard for government to do its job well in all aspects. There are so many obstacles for public participation in food safety such as standards deficiency, high economic cost, information deficit, confidence crisis.To solve those problems, several actions shall be taken in the theory of public governance, which include building interactive regulatory system among multi-subjects, enlarging the participating scope, broadening the participating ways and establishing the safeguard mechanism.
