摘要
当下,中央明确将城市设计作为提高城镇建设水平、塑造城市特色风貌的重要手段,并提出全面开展城市设计,要求建立城市设计制度,进行城市规划改革突破。在此背景下,中华人民共和国住房和城乡建设部对城市设计制度建设工作进行部署,制定出台《城市设计管理办法》,并编制《城市设计技术管理基本规定》。两个文件作为我国城市设计制度的起步性纲领文件,具有重要意义。其中,《城市设计管理办法》以全面开展城市设计,提高城乡规划水平为主线,从制度层面构建城市设计体系——对接现有的城市规划体系,建立与法定规划相对应的城市设计编制体系;对城镇建设进行多层次控制的管治,构建城市设计管控机制;加强城市设计的专业补位,使城市设计成为融合建筑、景观、规划、市政等多专业的工作平台。《城市设计技术管理基本规定》的制定在《城市设计管理办法》相关规定的基础上,以城市设计工作的技术规范为重点,进一步强化城市设计技术工作的针对性、合法性、系统性、规范性和可操作性。

Among them, The Regulation of Urban Design Management is aimed to set comprehensive urban design and improvement of the urban and rural planning as the main line, and establish urban design system in the institutional level. Docking with existing urban planning system, establishing urban design system corresponding to the statutory planning, regulating urban construction with multi-level control, building urban design management and control mechanism, and enhancing urban design so that the city design becomes a fusion of architecture, landscape, planning, municipal and other mutti-professional work platform. The General Rules of Urban Design Technical Management, which is established on the basis The Regulation of Urban Design Management, focuses on the technical specifications of urban design work, and further enhances the pertinence, legitimacy, systematicness, normativity and operability of urban design technical work.
