摘要
日本不是TPP和"一带一路"倡议的发起国,但是对待前者积极、后者消极。把这两种角色概括起来就是以TPP来对抗"一带一路"倡议。但是,2016年12月美国总统特朗普宣布退出TPP谈判之后,日本的TPP政策以及对"一带一路"的政策应对又遇到了新的不确定性。本文着眼于当TPP遭遇"一带一路"后,日本所面临的战略困境和政策选择。具体来说,本文主要探讨的问题如下:第一,日本在当前竞争性区域合作框架下的制度选择及其逻辑;第二,日本政府对"一带一路"倡议的固有认知和具体回应;第三,日本国内官方与民间、政府与舆论在"一带一路"倡议上的认识分歧;第四,美国宣布退出TPP谈判并正面回应中国"一带一路"倡议之后,日本TPP政策的走向以及其接近"一带一路"倡议的可能性。
Despite the fact that Japan is neither initiator nor advocator of TPP and'One Belt One Road'initiative,it has been playing relatively positive and negative role in these two agendas. The two roles can be understood that TPP agreement is meant to confront the 'One Belt One Road'initiative. However,after U. S. president Donald Trump announced to retreat from the TPP negotiations in December 2016,new uncertainties have been added to Japan's TPP policy and its policy alternative in terms of 'One Belt One Road'. To be specific,this article mainly discusses the following issues: firstly,Japan's institutional choice and its logic under the current framework of competitive regional cooperation; secondly,Japanese government's inherent cognition towards 'One Belt One Road'initiative and its specific responses; thirdly,the divergence of understanding towards 'One Belt One Road'between officials and the people,government and public opinion; fourthly,Japan's trend of TPP policy and its possibility to take in 'One Belt One Road'after the U. S. announced to retreat from TPP negotiations and positively responded to China's'One Belt One Road'initiative.
