摘要
从政策科学和绩效评价的角度解释科技创新强省政策实施绩效,并从投入、过程、产出和效益4个维度对政策绩效进行界定。采用主成分分析法选取绩效指标,并以A省科技创新强省政策为例进行政策绩效评价,从顶层设计、职能转变、项目管理、财务管理、制度完善等方面提出科技创新强省政策改革发展的相关建议。
The paper explains the implementation performance of policy of strengthening province through S＆T from the angle of policy science and performance, and from the four dimensions of input, process, output and benefit, defines policy performance. Performance indicators are selected by Principal Component Analysis, and policy performance is evaluated from the A province＇s policy of strengthening province through S＆T. From the top-level design, functions, project management, financial management, system improvement and other aspects, the paper gives suggestions on the policy of strengthening province through S＆T, and summarizes the practice of provincial science and technology policy performance evaluation.
