摘要
随着勘测设计市场竞争的愈加激烈,提升企业科研管理水平成为当前企业创新驱动、可持续发展的关键。生产部门作为企业创新体系的重要组成部分,对构建科学完善的科研管理组织架构意义重大。分析了以往大型勘测设计企业生产部门科研管理存在的科研管理组织不完善、管理流程不清晰、责权不明确等主要问题,并结合国内外相关文献及企业管理实践,从设立的目的、组织层次结构、职能定位、管理流程4个方面对科研管理架构的设计问题进行探讨,可为我国大型勘测设计企业生产部门创建科研管理组织提供借鉴。
As the competition in survey and design market gets f ierce, improving scientific research management becomes a key factor for the innovation driving and sustainable development of corporations. Production department, as an important part of the innovation system in a company, bears great significance to establish a scientific and perfect management structure. Major problems related to the previous scientific research management of large survey and design corporations were analyzed ; in combi-nation of both domestic and foreign literature as well as corporation management practices, the problems of structure designing of scientific research management were discussed from four aspects, i. e. objective, organizational hierarchy, functional positioning, and management process, which provides reference for establishing organization of scientific research management for large survey and design corporations.
