摘要
[目的/意义]解决公共图书馆理事会制度在我国实施过程中的失灵问题。[方法/过程]分析图书馆理事会制度产生原因和失灵原因,提出图书馆理事会机制起效的对策。[结果/结论]应该根据图书馆的规模、读者定位、战略等,设立合适规模与适度结构的理事会,并且建立起科学的深度参与机制、监督机制、理事激励机制,才能有效解决公共图书馆理事会制度失灵的问题。
[Purpose/significance]The paper is to solve the issue of failure of public library council system in the process of implementation in China. [Method/process]The paper analyzes the reasons of generation and failure of library council system, and puts forward countermeasures for the system to work. [Result/conclusion]It presents suggestions for establishing the council with a rational scale and structure according to library scale, reader positioning and strategy, and setting up scientific deep participation mechanism, supervisory and incentive mechanism, so as to effectively solve the failure of public library council system.
