本文着重分析西部开发基本控制条件的理论与实践 ,即 R值与 Z值的推导计算。
This paper mainly analyzes the basic controlling conditions in the development of the West. It presents the calculation process of the R-value and the Z-value. Based on this discussion the author brings forth several problems to be solved in the course of the implementation of the strategy of developing the West.
