摘要
抗战时期,在“战时应作平时看”的教育立法的原则指导下,国民政府一方面从抗日战争的需要出发,制颁一系列应急教育法规;一方面从建国的长远目标着眼,制颁一系列调整性的教育法规,教育立法由此进入应急调整阶段（1937～1945年）。这段时期的教育立法,既为战时教育提供适时的法律依据,又为下一阶段教育立法建设奠定了基础。
In the period of the war of Resistance Against Japan, according to the educational legislative principles of 'The War Time Is Encouraged to Be Viewed as the Peace Time', on one hand taking the war of Resistance Against Japan into consideration, Kuomingtang government formulated and promulgated a series of educational regulations to meet an urgency, on the other hand, it also formulated and promulgated a series of adjusting educational regulations from the long - term point of view of national reconstruction. Therefore, educational legislation came into being in the adjusting period to meet an emergency. Educational legislation in that period not only provided the timely legal basis for education in the wartime, but also laid a foundation of the construction of educational legislation in the following phase.
