摘要
自2015年以来,由于自身的内在需要,以及人力资源、社会基础、国家政策鼓励等客观条件的具备,江苏省徐州市丰县梁寨镇在全镇范围内启动了新乡贤制度的探索。由于选拔比较严格、管理趋向规范、制度相对健全,统筹措施到位,该制度的实践为促进镇域经济社会发展和提效农村基层治理发挥了重要作用,同时,也为未来相关探索给出了有益启示。这些启示主要包括:坚持党的领导是推进新乡贤制度建设的原则,规范选拔和管理是推进新乡贤制度建设的关键,提高农村基层治理成效必须善用社会-行政资源,优化农村基层治理结构必须践行"互嵌式发展、体系化推进"理念。当然,"梁寨样本"也有它的局限和不足,对此我们应该进行深刻反思,并及时给予弥补或加以纠正。
Since 2015,to meet its inner demand,Town of Liangzhai in Fengxian County of Jiangsu Province has begun practice of the system of New County Sage,as its objective conditions such as human resource,social basis and policy support are mature.Because the elect process is rather strict,the management is relatively standard,the institutions are somewhat sufficient,the integration is on the way,the practice of this system has benefited the town in the field of socioeconomic development and rural grass-roots governance.In addition,the practice of this system has made some contributions for future relative probe.Specifically,the sample reveals that in the regard of building of the system of New County Sage adherence to the leadership of the Communist Party of China is the basic principle and standardization of elect and management is the key point,and that in the regard of rural grass-roots governance making full use of social-administrative resource is the secret of enhancing the governance efficiency and implementation of idea of＇developing in a embedded way,advancing in a systematic way is the code of optimizing the governance structure.Honestly,the sample inevitably carries some limitations which should be addressed,reviewed and dealt with in time.
