摘要
2017年文化部提出"十三五"时期文化发展改革规划,把文化发展提到经济战略首位。我们需要梳理当前文化产业概念的争议,分析文化产业的发展规律,研究各国各地区行政管理制度模式,进而对文化产业促进法中管理制度模式进行深入研究。文化产业促进法中的管理机制,涉及协调机制和管理机制两方面,均需通过立法予以明确规定。
A project of cultural reform and development has been put forward by the Ministry of Culture during the Thirteenth Five-Year Plan, which makes cultural development the first of economic strategies. It is necessary to tease out the controversial definitions of cultural industry, probe into the rules of its development and study its administrative modes in different countries and areas. And then it makes a further study on the management mode presented in the Cultural Industry Promotion Law, which involves coordination mechanism and management mechanism and both should be explicitly stipulated by legislation.
