2017年5月,国家发改委和海洋局印发了《全国海洋经济发展＂十三五＂规划》,提出＂推进深圳、上海等城市建设全球海洋中心城市＂。＂全球海洋中心城市＂这一概念在国内尚属首次提出,这意味着深圳、上海在＂一带一路＂建设和海洋强国战略中获得更高端的定位,同时也提出了更高的发展要求。
All of the time, the global maritime centers have been the growing poles of the world economy and their functions of economy and trade are constantly evolving. As an organism, the international shipping center has been developing and changing with its economic and trade functions. In May 2017, the National Development and Reform Commission and the State Oceanic Administration issued the 13 th five-year plan for the development of the marine economy in China and put forward the idea of promotion of building global maritime center cities such as Shenzhen and Shanghai. The concept of global maritime center city is proposed in China for the first time, meaning that Shenzhen and Shanghai will gain higher-end strategic positioningin the Belt and Road construction and maritime power strategy, higher requirements are also put forward.
