摘要
创新驱动本质上是人才驱动,科技人才的成长环境关系着我国自主创新战略实施的成效。通过回顾生态管理理论的内涵与原则,找出创新驱动的科技人才成长环境存在科研环境有待优化、自主创新能力不足、教育质量有待提高、企业内部环境有待改善等问题;创新驱动科技人才成长环境包括内部环境生态系与外部环境生态系二重影响因子;提出营造良好创新驱动科技人才环境需通过生态型政府、生态型企业、生态型教育、生态型制度以及国内外生态体五力共建。
Talent-driven is the essence of innovation-driven, and growth environment of technology talents is related to the effect of Independent Innovation Strategy. This research reviews the concept and principle of ecological management theory, and finds out several questions including research environment to be optimized, lack of independent innovation ability, education quality to be enhanced, and enterprise internal environment to be improved. Furthermore, growth environment is influenced by two factors which contain internal environment ecosystem and external environmental ecosystem. Consequently, it puts forward that creating a good growth environment of innovation-driven technology talent needs five powers' co-construction, which consists of ecotype government, ecotype enterprise, ecotype education, ecotype system and ecological community at home and abroad.
