摘要
辽宁省作为东北老工业基地的重点区域,自新中国成立以来,产业结构一直处于重化工行业压倒性发展态势,工业行业的能耗结构、比重都呈现出畸形发展特点,特别是在当前国家供给侧改革框架下,辽宁省如何解决GDP与节能减排双目标实现的两难问题已迫在眉睫。文章在绿色增长理论框架下,重构不可再生能源消耗效率测度模型,在对辽宁省不可再生能源消耗现状进行梳理的基础上,运用超效率DEA方法对辽宁省不可再生能源消耗效率进行测度研究,并相应的提出如何提升辽宁省不可再生能源消耗效率的相关对策措施。
As a key area in the northeast old industrial base, since the founding of our country, the industrial structure of Liaoning Province has been presenting the overwhelmingly development trend of heavy chemical industry with the results of characteristics of deformity development of energy consumption structure and proportion of industrial sectors. Especially under the framework of supply-side reform, the problem of solving the dilemma aim of GDP and "energy conservation and emission reduction" has been urgent from the perspective of green growth. Thus, with the prior analysis of consumption status, this article constructed the consumption efficiency of non-renewable energy, and calculated the efficiency level of Liaoning Province based on super-efficiency DEA model. Finally, some suggestions have been put forward in order to improve efficiency level.
