摘要
推动供给侧改革不仅会推动我国经济转型升级发展,也将影响我国节能与碳减排目标的实现。该文运用情景分析的方法,针对供给体系产能过剩、生产高能耗、能源结构不合理的问题,构建了三种情景下供给侧改革对能源消费及碳排放影响的能源投入产出分析模型。研究结果表明:压缩过剩产能对于优化能源结构起到显著作用,同时随着对过剩产能压缩力度的增大,能源消耗及碳排放量的减少将会趋于明显;推动技术进步与节能降耗将会明显降低能源消耗及碳排放量,对高能耗高碳排部门的节能减排也起到一定的推动作用;而调整能源消费结构对于碳排放量的减少具有重要意义。该研究对供给侧改革和碳减排政策的制定提供了一定的参考。
Promoting the supply-side reform will not only promote China's economic transformation and upgrading development, but also affect energy-saving and carbon emission reduction goals of China to achieve. In this paper, the energy input-output analysis model of supply-side reform on energy consumption and carbon emission is constructed by using the scenario analysis method, which is based on the three problems of supply system: Overcapacity, high energy consumption and unreasonable energy structure. The result shows that the excess capacity can play a significant role in optimizing the energy structure, and the energy consumption and carbon emission reduction will become more obvious as the compression intensity of excess capacity increases. Promoting technological progress and energy saving will significantly reduce energy consumption and carbon emissions, facilitate energy conservation and emissions reduction of industries, which are in high energy consumption and carbon emission. The adjustment of energy consumption structure is of great significance for reduction of carbon emissions. This study provides some references for the supply-side reform and carbon emission reduction policy.
