摘要
阐述了珠海市开展水权交易机制研究的必要性和意义,根据珠海市市情和水情,重点分析了珠海市最严格水资源管理制度、农业用水、工业用水、合同节水管理和水生态补偿的需求。在省水权交易制度框架下,探讨了建立珠海市水权交易法规体系、水权分配体系、水权交易管理体系、水权交易监控体系和水权交易市场体系五大框架体系,并提出了珠海市水权交易下一步工作重点的设想。
In this paper, it expounds the necessity and significance of carrying out the research on water rights transactions mechanism in Zhuhai. According to the situation of Zhuhai City, the paper analyzes the most strict water resources management system, agricultural water use, industrial water use, contract water saving management and water ecological compensation needs of Zhuhai City. This paper discusses the establishment of Zhuhai five water rights trading system, water rights distribution system, water rights trading management system, water rights trading control system and water rights trading market system. And it puts forward the idea of the next step of water rights transactions in Zhuhai.
