摘要
从我国职业教育制度演进轨迹和国外职业教育治理模式两个方面来看,职业教育的治理性已成为一种客观现实。国外丰富的治理实践表明在职业教育中政府和市场都可以居于主导地位,而相应地通过对权、责、利的划分实现互动治理。然而,权、责、利的划分关系未必全然稳定,处于主导地位的主体可能会冲破这个关系框架及其背后的权力边界而发生越轨的风险,必须在政府与市场两个主体侧做好风险防控。
From the two aspects of the evolution of Chinese vocational education system and the foreign vocational education governance model,we know that the governance of vocational education has become an objective reality. The rich governance practices in foreign countries show that both the government and the market can occupy the leading position in vocational education,causing the interactive governance accordingly through the division of power,responsibility and profit. However,the relationship is not always stable,because the leading position of the main body may break the relationship,the frame and the power boundary.We must keep risk under control between the government and the market.
