摘要
利用大数据提升公共服务绩效水平正成为人们的共识,然而在大数据运用过程中还存在诸多问题。其中,实现大数据共享,加强部门协同是近期面临的难题之一。从体制、技术、理念、管理等方面揭示大数据共享存在的阻滞因素,并从本位主义、路径依赖、动力缺失、风险规避等方面分析造成共享困境的原因,进而提出理念转型、完善法规、整合平台、考核问责等促进公共服务大数据共享的对策。
It is becoming common consensus that public service performance could be improved through big - data, but there are still many problems in the process of utilizing the data. How to share big data and strengthen the inter - departmental coordination is one of the difficulties. Through revealing the blocking factors of big - data sha- ring from the aspects of institution, technology, idea and management, the paper analyzes the reasons from the as- pects of selfish departmentalism, path dependence, lack of motivation and risk aversion, and thus puts forward the countermeasures to promote big - data sharing of public service, such as transforming ideas, improving laws and regulations, integrating platforms and assessing accountability.
