摘要
维护道路交通秩序,保障道路交通安全,关系经济发展和人民群众的生命财产安全。随着车辆逐年增加,交通事故绝对数量逐年上升,超标电动车危害交通安全,三轮车、四轮车非法客运,交通"出行难""停车难"等问题日渐严重,这些问题阻碍了经济社会有序健康发展。新修改的立法法规定,设区的市可以制定地方性法规。以法规规范道路交通安全管理刻不容缓,以地方性法规的形式对道路交通安全问题的规制做出制度性安排非常必要。
The maintenance of traffic order and the traffic safety is closely associated with the development of economy,the life and property safety of the people. The absolute number of the traffic accidents has been increasing with the annual increasing of the number of vehicles. Many problems are becoming more and more difficult,such as the damage to the traffic security from the illegal electric vehicles,the illegal transport of tricycles and quadric cycles and difficulties for driving and parking,which hinder the orderly and healthy development of economy and society. The new-revised legislation law enables cities with subordinate districts to revise the the regional laws. It is urgent to keep the traffic safety in order by the way of laws. It is necessary to make institutional arrangement on the traffic safety problems in the forms of regional laws.
