R&D的节能减排效应分析——来自中国省际面板数据的经验研究

摘要 运用基于跨期生产前沿的方向性距离函数测度了中国省际1998-2013的节能减排效率,并实证检验了R&D对节能减排效率的影响。研究发现,节能减排效率的提高主要取决于节能效率,要达到节能减排的双重目的,关键在于促进能源节约;R&D对节能减排效率、节能效率和减排效率均有显著正影响,且R&D在促进节能效率与减排效率的提高上具有一致性;R&D对节能减排效率的促进作用也依赖于环境规制,在环境规制强度高的地区或时期,R&D对节能减排效率的促进作用更大。 The paper employs directional distance function and DEA model of inter-temporal frontier to estimate efficiency of energy-saving and emission-reduction, and investigates the relationship between R&D and efficiency of energy-saving and emission-reduction by using the data on the China' s provinces during 1998-2013. The results indicate that improving the efficiency of energy-saving and emission-reduction mainly depends on improving the efficiency of energy-saving; R&D has significantly positive effects on efficiency of energy-saving and emission-reduction by using two different estimation models, and the positive effect of R&D is consistent in improving energy-saving efficiency and emission-reduction efficiency; the positive effect of R&D depends on environmental regulation intensity, and the estimated coefficient of R&D in high-intensity area or period is higher than that in low-intensity area or period.
