摘要
2014年以来,国家推进不动产统一登记的步伐显著加快。在国土资源部的指导和督察下,各地机构职能整合全面完成,统一登记机构、登记簿册、登记依据和信息平台等工作推进顺利。但是,该制度牵涉面广、操作复杂且阻碍多,实现预期目标仍有法律修改、职能理顺、历史问题处置、纠纷调处、经费保障、业务过渡等六道难关待逐一攻破。
Since 2014, the pace of promoting the unified registration of real estate in China has been significantly accelerated. Under the guidance and supervision of the Ministry of Land and Resources, the integration of institutional functions all over the country was fully completed, and the unified registration agencies, registration books, registration basis and information platform were boosted smoothly. However, this system has extensive involving areas, complicated operation and many barriers. There are still six barriers to break through one by one to achieve the expected goal： law modification, function straightening, disposal of historical problems, dispute mediation, fund guarantee and business transition.
