摘要
本文分析了我国职工医保筹资和待遇水平现状、特点及筹资政策在医保制度中的地位和成效,从收入分配的视角探讨了医保筹资机制面临不可持续的矛盾和问题,提出待遇调整应考虑筹资水平、人口结构、医疗服务资源利用、医疗费用增长等因素,以及建立医保风险储备基金和多渠道筹措医保基金,以应对筹资和待遇矛盾等政策建议。
This paper analyzes the status and features of employees' medical insurance financing and treatment level, and the position and effect of financing policy in the health care system. From the perspective of income distribution, it discusses the problems of non-sustainability in financing mechanism, and proposes that adjusting treatment should consider the factors of funding levels, population structure, medical service utilization, and the growth of medical expense. It also suggests establishing medical insurance risk reserve fund and raising fund through multi-channels to deal with the contradiction of financing and treatment.
