Comprehensive Benefit Evaluation Method of Distributed Generation/Microgrid Projects Based on Different Business Models

摘要 鉴于近年来光伏的迅速发展,以及分布式电源及微电网项目面临的成本及运营问题,建立基于不同分布式电源/微电网并网方式和不同商业运营模式的项目综合效益评价模型,提出分布式发电/微电网项目的综合效益分析流程图,并进行实际工程的算例分析。该方法弥补了分布式发电经济性分析较为粗犷的缺点,考虑全寿命周期内项目的收益和成本,综合考虑复杂电价体系下采用不同运营主体的收益,以及初始投资、运行维护、投资回收期等成本因素对分布式发电项目经济性的影响,并优选出最优的运营模式。实证分析结果表明,该方法在分布式发电项目经济性评价中是有效的且准确的。结果表明采用由分布式发电商进行电源投资,由电网企业负责用户配电网或微电网的运行、维护和售电的运营模式是盈利水平最高的运营模式。 In view of PV rapid development in recent years, the most important problems of distributed power supply/microgrid projects are cost and operation. This paper establishes a comprehensive benefit-cost evaluation model of the projects based on different business operation modes and integration methods of the proposed distributed generation/microgrid projects. Calculation and analysis of practical engineering are carried out in this paper. This method considers project life-cycle cost and profit, complex pricing system under different operation modes of different investment operators, taking into account initial investment, operation and maintenance, payback period and other cost factors. Analysis results show that the method is effective and accurate in economic evaluation of distributed generation projects. Results also show that if project owner only invests distributed generation/microgrid and power supply operator is responsible for operation and maintenance of user power network and PV power sell, then this operation mode will be the most profitable for distributed generation/microgrid project.
