摘要
互联网消费和产业的快速发展,加剧了治理的复杂性,政府迫切需要创新治理机制,重构市场监管体系。面对尚未成熟的市场经济体制以及新技术革命带来的双重压力,中国政府需要汲取国外市场监管理论和实践的经验教训,以互联网思维合理界定市场监管内容的边界,依托多元化监管主体的力量,合理配置横向与纵向的监管权力,巧妙运用多样化的监管手段,从而有效履行"互联网+"时代的市场监管职能,走向"互联网+"时代的监管型政府。
The rapid development of Internet consumption and industryintensifies the complexity of governance, and it urgently requires government to innovate the governance mechanism and reconstruct the system of government regulations. Confronted with the pressure from the unperfected market economic system and the revolution of new technology, government needs to learn from the international regulatory reforms both in theory and in practice. It also needs to fulfill good government regulations and turns to be a regulatory government in the Internet plus era through using Internet thinking to define the boundaries of regulations, depending on the effort of diversified regulatory subjects, allocating the power not only among horizontal regulatory departments but also among vertical regulatory departments, using of various regulatory methods as well as completing the institutional framework of modern market economic system.
