摘要
在简要分析开放数据运动及其政策工具价值与发展状况的基础上,从两个方面证明档案数据开放正成为学术与实践的新发展路径,其一是对档案开放与档案数据研究进行文献分析,其二是展示档案信息公开理论与实践的新趋势。并基于政策框架结构的一般构成分析,挖掘数据开放政策的内涵与研究动向以及国外档案数据开放政策的基本架构,试图构建我国档案数据开放政策的框架结构与核心要素。
Based on a brief analysis of the value and development of open data movement and its pol- icy tools, it is proved from two aspects that the opening of archival data is becoming a new development path of academic and practice. The first is the literature analysis of archival opening and archival data, the second is the new trend of the theory and practice of archival information disclosure. Also based on the analysis of the general structure of policy framework, the article mine the connotation and research trend of data open policy and the basic framework of foreign archival data opening policy, and try to construct the framework and core elements of the archival data open policy in China.
