摘要
科学技术的重要作用日益为人们所认识 ,政府在促进科技进步中的作用越来越明显。政府为何要介入科技事业 ,政府在什么范围内支持科技事业 ,政府如何更好的促进科技进步 ,这些都是值得思考的问题。从分析科技、经济与财政的基本关系入手 ,阐述了政府介入科技事业的原因并根据科学技术的分类和社会主义市场经济条件下的政府职能 ,界定了政府介入科技事业的范围。
The significance of science and technology has been known to people increasingly,the effect of government on promoting the progress of science and technology is obviously too.Why dose government get into science and technology occupation,what is the range that government puts up science and technology,how can government do better in promoting the development of science and technology,all these are to be considered carefully.Starts with the analysis on the basic relation among science and technology,economy and finance,illustrates the reason of government's intervening in science and technology course,on the base of the category of science and technology and government's function under socialist market economy,carves up the range of government's intevening in science and technology course.
