摘要
国家五年规划的顺利实施关系到五年规划目标的完成及国家发展战略的实现,是国家治理能力的重要体现。五年规划的实施机制包括制度保障、资源配置、激励机制、具体抓手四个层次,通过规划手段、行政手段、经济手段、法律手段来实现。规划目标的实施既自上而下,又自下而上,通过中央对地方的控制与引导及地方政府的响应来实现。五年规划实施过程中会遇到地方政府对中央五年规划理念认同的差异,规划任务的选择性执行、消极执行、执行中断,地方政府最大化自身利益的动机及地方政府行为的短期效应等等难题。有效破解这些难题需要进一步加强地方政府对发展理念的学习,加强规划立法,加强规划评估及对具体问题的调研,以及创新适应市场机制的规划实施方式等。
The smooth implementation of the Five year Plan affects the completion of the objectives designed in the Five-year Plan and the realization of the national development strategy, which is an important manifestation of the national governance capacity. The implementation mechanism of the Five-year Plan includes four levels: system guarantee, resource allocation, incentive mechanism and specific measures, which are realized by planning means, administrative means, economic means and legal means. The planning objectives are implemented from top to bottom, and also bottom up, through the central control and guidance of central government responded by local governments. During the implementation of the Five-year Plan, it will encounter the differences between the local governments' cognition of the Five-year Plan and that of the central government, thus the selective or passive implementation of the tasks, and even the interruption. To solve these problems, it is necessary to further educate local governments about the development concepts, improve the planning legislation, strengthen the planning evaluation, and facilitate innovation of planning implementation adapting to market mechanism.
