摘要
"保基本、强基层、建机制"是国家新一轮医改的基本目标。在医改政策推动下,医联体的建设对推进国家医疗资源的整合,提高医疗资源的公平性,改善全民医疗健康水平提供体制保障。为此,笔者阐述了医联体信息化建设的现状与模式,讨论了南疆地区对医联体信息化建设的需求,分析了南疆地区医联体建设的目标与形式,在反复论证的基础上,完成了南疆区域医疗信息化平台建设方案的构建。提出南疆地区医联体信息化运作应破除体制约束,构建紧密型利益共同体;充分发挥政府主导作用,实现分级诊疗提供政策保障;构建和谐统一的医联体文化,推进医联体成员的融合。
＂Guarantee the basic, strengthen primary healthcare institutes and establish the mechanism＂ is the basic goal of China＇s new round healthcare reform. Driven by national policy, the construction of healthcare alliance plays a strong role in promoting the vertical integration of medical resources, the accessibility and fairness of primary health care, and national health level and health care level. The construction of regional medical information platform has become an important measure to implement the healthcare reform policy. In view of this, this paper expounds the present situation and development mode of healthcare alliance information construction at home and abroad, analyzes the target and form of healthcare alliance construction in southern Xinjiang, discusses the demand for healthcare alliance information construction in southern Xinjiang. Upon repeated demonstration, this paper puts forward the construction scheme and concrete content of medical information platform in southern Xinjiang, which provides support for the realizing information management of healthcare alliance in southern Xinjiang information management of couplet of southern Xinjiang regional medical support.
