摘要
分级诊疗制度是突破国内医改瓶颈的重要战略之一,是建立中国特色基本医疗卫生制度的重要内容。分级诊疗已成为很多发达国家的普遍医疗服务模式。目前,国内分级诊疗氛围已形成,并取得了一定成果,但在推进过程中仍面临诸多困难,如不同级别医院功能定位不清、基层医疗机构服务能力不足、卫生信息平台建设滞后、医保政策有待持续完善、患者就医习惯难以改变等问题。第四军医大学西京医院主动适应国家医改大势,多措并举,积极推进军队特色分级诊疗稳妥有序开展,探索军民融合发展新模式。医院大力开展日间手术、规范疑难危重症患者管理、建设军民融合医联体,强化区域医疗中心及医疗帮带作用,发展高精尖技术提升核心竞争力,有效践行国家分级诊疗政策,为进一步深化分级诊疗制度打好基础。
The hierarchical healthcare system is one of the important strategic to breakthrough heatthcare reform bottleneck and also the important part of building basic healthcare care system with Chinese characteristics. Hierarchical healthcare system has become common mode of healthcare provision in many developed countries. Hierarchical healthcare system reform in China has got some effectiveness but faced many difficulties such the unclear orientation of function in hospitals at different levels, low capacity in primary healthcare institutes, the lagged health information platform, the uncompleted medical insurance policy and the stubborn visiting habits. Followed the healthcare reform policy, Xijing hospital actively put forward series countermeasures to promote hierarchical healthcare system implementation in military hospital and explore new mode of civil-military inclusive development. Day surgery, critical patient management, civil military integrated healthcare alliance, discipline construction has been highlighted to improve core competition and implement dual referral policy.
