摘要
随着城市发展规模的扩大和经济实力的增强,作为城建基础设施的轨道交通,目前也处在一个高速发展的阶段。北京、上海、广州、杭州等地的地铁交通建设已形成一套较为完备的体系,而二、三线城市也在积极地筹备报建阶段。然而,在城市轨道交通项目治理及方式选择上存在一些问题,从而忽略了项目治理层面的因素,导致BT模式工程项目交易效率普遍较低。对此,通过分析我国城市轨道交通的发展现状及项目投融资问题,以石家庄城市轨道交通建设为例,结合BT模式与其他融资方式的区别,分析城市轨道交通项目治理下的BT模式选择及应用。
With the expansion of urban development scale and the enhancement of economic strength, urban rail transit as the urban infrastructure, at present, has rapid development. Beijing, Shanghai, Guangzhou, Hangzhou and other cities, the subway construction has already formed a set of relatively complete system, and the second or third tier city are also active in the construction preparatory stage,However, there are some problems existing in the urban rail transit project management and choosing method, which lead to ignoring the project management factors and low transaction efficiency of BT mode project. Paper taking Shijiazhuang city urban rail transit construction as an example, analyses the urban rail transit development situation and the project investment and financing problems, then combining with the difference between BT mode and the other financing methods, discusses the selection and application of BT mode in the urban rail transit project.
