摘要
为呈现体育项目治理的意义与完善机制,运用专家访谈和逻辑分析等方法,对我国体育项目治理的问题进行研究。研究认为,项目制作为中央事权的实现工具,有利于传递中央政府的体育治理意志、增强地方政府供给服务的能力和缩小地区公共体育服务的差距。但项目制在实现中央体育事权中也呈现出了不足:项目标准和资金使用的固化性,导致难以满足多元需求;部委管理和条线运行的部门化,导致项目重复和资源浪费;项目建设与项目运行的脱节化,导致项目建设后损毁严重。要强化中央事权的项目改革思路,注重专门项目与一般项目,控制权与自主权之间的有效调适;地方要有序承接与临时性筛选相结合,并完善竞争之下的优势获取机制;做好中央事权落地与地方积极接纳,央地纵向合作的关系。
In order to present the significance and perfect mechanism of sports events governance,this paper used expert interviews and logical analysis to study the problems of sports governance in China. The results show that events system,as tools to realize the central powers,is conducive to transfer the sports governance will of central government,enhance the ability of local government supply services and reduce the gap of area public sports service. But the events system in the implementation of central sports powers also presented the deficiencies： curing events standards and the use of funds,which can not properly meet the diverse needs of ministries; departmentalization of ministries management and line operation,resulting in events duplication and waste of resources; out of touch of events construction and events operation,causing serious damage to the events construction. It is necessary to strengthen the reform idea of the central power of the events and focus on special events and the general events; local government should combine undertaking orderly with temporary screening,and perfect the advantage acquisition mechanism under the competition; the central powers landing and local government accepting actively,as well as their vertical cooperation relationship,should be done well.
