摘要
宁夏制定实施的《宁夏黄河水资源县级初始水权分配方案》走在全国前列,该方案是宁夏水权制度建设的积极探索。本文回顾了宁夏县级初始水权分配的依据、原则、方法,重点总结了存在的主要问题和不足,提出了下一步的工作重点是开展水资源确权登记工作,适时修订初始水权分配方案,考虑分配浅层地下水、非常规水源、政府预留水量等。
Ningxia County＇s Initial Water Rights Allocation Plan of the Yellow River has actively Promoted the construction of water right system in Ningxia. Through analyzing the basis, principles and methods of the county＇s initial water right allocation, the main problems were summarized. It is necessary to register water right, revise initial water rights allocation in suit-able time. Meanwhile, shallow groundwater, unconventional water resources and the government reserve water should be considered.
