摘要
近年来,东北地区经济的相对颓势成为我国经济平衡增长的重要难题之一。为了促进东北经济振兴,国家制定了一系列的政策,地方政府也推出《中国图们江区域合作开发规划纲要——以长吉图为开发开放先导区》等战略发展规划。正确评价、认识这些政策的效果对于调整和补充现有政策及未来新政策的制定都具有重要意义。通过采用双重差分方法识别、检验《规划纲要》对长吉图地区经济增长的影响效果,研究发现仅在控制了产业结构、固定资产投资、金融发展等对经济增长的影响后,政策效果才较为显著,说明长吉图地区对政策所蕴含和提供的机遇不是非常敏感。因此,振兴东北经济不仅需要政策的支持与指引,而且还需要培育各级政府及经济主体对政策机遇的敏感性,以提高政策的效果。
In recent years, the relative decline of the northeast economy has become one of the important problems in the balance of economic growth in China. In order to promote the development of the northeast economy, China has formulated a series of policies, the local government also launched the ＂Chinese Tumen River regional cooperation development plan in Changjitu forerunner area＂ strategic development planning. It is of great significance for us to correctly evaluate and understand the effects of these policies on the adjustment and supplement of existing policies and the formulation of future new policies. By using the double difference method to identify, testing the effect of ＂Inspection Plan＂ on the economic growth of Changjitu area. It is obvious that only after controlling the influence of industrial structure, fixed assets investment, financial development, policy effect is more significant. Therefore, the revitalization of the northeast economy not only needs policy support and guidance, but also needs to cultivate economic entities at all levels of government and the sensitivity of the policy opportunities to improve the effect of the policy.
