火电企业取水量估算方法研究

摘要 火电企业是仅次于农业的主要用水行业,其取水量占全国总取水量的15%左右。由于火电企业用水类型复杂、水费计收标准不一,且取水水源水质差、取水量大,取水计量设施无定期检修,导致取水计量产生误差,因此有必要对火电企业取水量估算方法进行研究,以期加强企业用水管理和提高水费计收到位率。采用水泵运行时间和铭牌推算法、机组运行时间推算法等6种取水量估算方法,以典型火电企业为例,结合企业实际运行数据对总取水量、非直流冷却取水量进行估算,验证估算方法的适用性及合理性,并提出不同工况条件下火电企业总取水量、非直流冷却取水量估算方法的推荐方案,为进一步量化、完善火电企业取水许可监督管理制度提供依据。 The thermal power enterprise is the main water-using industry next to agriculture, which water intake is about 15 percent of the total water intake in the whole country. Due to complex water-use type of the thermal power enterprise, various water fee collecting rules, and poor quality of water sources and large amounts of water withdrawal, lack of timely de- tecting water metering facilities, water metering and monitoring system data often can't accurately reflect the true wateruse situation of once-through thermal power enterprise, therefore, the research on water consumption estimation method for once-through thermal power enterprise has practical necessity. The present work discusses the several kinds of estimation methods for water use amount of once-through thermal power enterprise, such as pump running time and nameplate estimat- ing method, unit running time estimating method, electric quantity estimating method, coal consumption estimating meth- od, norm method, multiple linear regression method and so on. Taking the water use calculation of a practical thermal pow- er plant as an example, the application procedures and applicable conditions are demonstrated for the proposed estimation method. According to the actual operation data of the thermal power plant, the total water consumption and water withdraw of non once-through cooling water system are estimated, and the applicability and rationality of estimation methods are veri- fied. The recommended method is put forward for estimating total water consumption and water withdraw of non once-through cooling water system under different operation conditions of thermal power enterprises, to provide the basis for further improving licensing supervision and management system.
