The Safe culture exists in human living environment,productive working and life activities,with the function of modeling peoples behaviour,of coordinating the system of safe management and of guiding the practice of safe production.The essential measure to realize safety is to promote construction of safe culture and raise the quality of safe culture of the whole people.
