摘要
全面梳理了构建国家、地方、企业三级温室气体排放基础统计和核算工作体系的主要内容、进度和成果。文章首先介绍了应对气候变化的统计指标体系,说明了温室气体减排指标,并从国家、省市级层面说明了温室气体排放清单编制工作进展。最后全面介绍了企业温室气体统计核算体系,重点说明了全国碳市场启动之际企业温室气体排放监测、报告与核查(MRV)体系建设情况,对全国重点企业温室气体排放报告电子报送和信息管理平台进行了补充介绍,并为下一步国家温室气体排放统计核算工作开展提出建议。
This paper illustrated and summarized the main contents, progress and achievements regarding the statistics, verification and reporting system of China＇ s GHG emission. Firstly, we introduced the statistic index system to deal with climate change, especially the one in GHG emission reduction section; secondly, the progress, tools and methods of generating GHG emission reporting list were illustrated from national and provincial level; finally, we introduced the enterprises＇ statistical verification system of GHG emission, especially the process of GHG emission monitoring, reporting and verification （MRV） system for the enterprises, which will be incorporated into national unified carbon market in 2017. The design and construction of the electronic submission and information management platform for national key enterprises were also introduced in this paper. Meanwhile, some suggestions were put forward for the next step.
