The article from the angle of economics clarifies that the emergence of network organization (NO) is the inevitable result of the organization's evolution. On this basis, the article points out the intrinsical characteristics and basic functions: NO is a kind of quasi-market organization with cooperation and competition. It can reduce the cost of production and business, achieve the expand of scale-economy, and optimize the allocation of resources.
