摘要
通过分析中国石化上游难动用储量现状和有效开发面临的主要问题,借鉴国内石油企业开发难动用储量的经验做法,结合国家深化国企改革的政策要求,探索提出了创新难动用储量开发体制机制的思路和3种选择模式。
Based on analyzing Sinopec＇s status of upstream reserves difficult to produce and main problems in effective development, drawing lessons from the experience and practice for domestic petroleum enterprises to develop reserves difficult to employ, combining with policy requirements for China to deepen state-owned enterprise reform, the article explores and puts forward the thinking of innovating development system and mechanism of reserves difficult to employ as well as three kinds of mode selection.
