摘要
一直以来,农业适度规模经营问题都是社会各界关注的热点和学者研究的焦点,2016年中央一号文件又再次专门提出"发挥多种形式农业适度规模经营引领作用"。在中国经济新常态下,这一问题对推进农业现代化具有重要意义。但是,农村劳动力转移不畅、农村土地经营细碎化、土地规模经营效益较低等问题依然存在。以河南舞钢市为例,通过科学方法测算,试图找出与河南实际情况相适应的最优土地经营规模,并从经营主体、要素投入和土地制度创新等方面,提出以"小微家庭农场"为农业适度规模经营的最优模式选择。
The moderate scale management of agriculture is an invariable hot spot of public attention and research focus of scholars all along. In 2016, the No 1 document by the central government again specifically proposed to play a leading role of various forms of agrieuhural moderate scale management, and the issue is of great importance for promoting agricultural modernization under the new norm of ChinaJs economy. However, there were still problems such as the poor transfer of rural labor force, fragmentation of rural land management, and low efficiency of land scale management. Taking Wugang city of Henan as an example, and using scientific methods to find out the best land management scale in keeping with the actual conditions in Henan, and the optimal model selection of agricultural moderate scale management led by ＂small and micro family farm＂ was proposed from business entities, element input and institutional innovation, etc.
