摘要
旅游景区开发投资大、回收周期长、融资难始终困扰着旅游景区的开发与建设,PPP模式作为经济新常态下一种主要融资模式,为化解当前旅游景区融资难问题提供了现实的可能路径。通过理顺旅游景区管理机制体制、培育旅游景区专业投融资机构、健全旅游景区融资风险预警机制、明晰旅游景区投融资利益分配、建立完善旅游景区投融资法律法规体系,克服旅游景区PPP模式的困境,探索PPP模式解决旅游景区开发与建设过程中资金需求问题的优化路径,促进旅游景区的可持续发展。
The dilemma of big investment, long investment cycle and financing difficulty has unfavorably influ- enced the development and construction of tourist attractions. As a major financing mode in the ＂new normal＂ economy, PPP mode （Public--Private--Partnership） has provided a feasible way to solve the financing diffi- culty of tourist attractions. Through straightening out management mechanism and system of tourist attractions, fostering specialized investment and financing institutions for tourist attractions, improving the financing risk early warning mechanism of tourist attractions, clarifying the investment and financing profit distribution of tourist attractions, establishing laws and regulation system on the tourist attractions＇ investment and financing, this paper explores the optimization path of solving the financial matter with PPP mode in the development and construction of tourist attractions, thus promoting their sustainable development
