摘要
对协同创新能力的评价与测度旨在解决协同创新的现存问题和为进一步提升协同创新能力提出有针对性的措施。从微观、中观、宏观三个层面总结了我国学者在协同创新能力评价指标及其量化权重、测度方法和评价模型等方面的研究成果,指出了现有的评价体系中存在"重创新能力,轻协同能力;重精细量化,轻宏观粗判;重正面测度,轻负面考量;重理论价值,轻实用价值"的偏差,并对评价指标体系的选取和评价方法的选用提出了修正与完善的思路和方法。
The purpose of evaluating and measuring synergy innovation competence is solving the current problems in synergy innovation and putting forward the pertinence measures of promoting synergy innovation competence. The author summarized the evaluation index and measure method of synergy innovation competence from micro, medium and macro levels, pointed out the deviation in the existing evaluation system, finally amended and perfected the thinking and methods of selecting the evaluation index and measure method.
