摘要
随着我国工业化、城镇化进程的加快,每年有大量的农村人口要转移到城镇就业、生活,由此农村将会出现大量的空闲宅基地。然而,由于传统、体制、机制等多方面原因,农村转移人口的宅基地却不能及时有效地退出,农村建设用地大量被闲置。应该认真分析造成宅基地退出困难的种种现象,从明晰宅基地产权制度体系,设计有效的退出机制来推动宅基地退出工作。
With the acceleration of industrialization and urbanization process in China, a large number of rural population move to urban area to work and live, life, whereby there will be a lot of idle rural homestead every year. However, due to various reasons such as traditions, institutions and mechanisms, the transfer of rural population homestead can not be promptly and effectively finished, a large amount of rural construction land lays idle. This paper argues that we should carefully analyze the difficulties of the homestead exit so as to promote homestead quit work by making clear the system of property nights and designing effective exit mechanism.
