摘要
影响PPP项目能否成功的关键因素很多,如公众满意度、项目收益问题、政府的信誉度等。探索基础设施PPP项目的关键成功因素,可以为PPP项目的实施及管控提供理论参考,具有重要的理论意义及实践价值。本文结合已有研究和基础设施项目的特点,从PPP项目多方参与主体的视角(政府部门、私人部门、施工方、设计方等)确定了33个成功因素;在此基础上,向有PPP项目实际操作经验的参与主体发放问卷,获得有效问卷132份;然后运用SPSS软件,采用主成分分析法确定了9个关键成功因素。最后结合实证研究结果,提出促进项目成功的相应对策建议:第一,重点关注PPP项目相关政策及实施机制;第二,建立竞争性的招采程序及确保招采过程透明度;第三,注重项目的实施环境及外部支持因素。
At present, some problems exist in our country in the implementation of the PPP projects, such as public sector in had faith, not transparent bidding process, defaults, which make the current domestic PPP pro- ject in low operation. Exploring the critical factors of infrastructure PPP projects, can provide theoretical refer- ence for the PPP project implementation and control, which has important theoretical significance and practical value. In this paper, combining with the characteristics of existing research and infrastructure projects and from the angle of the PPP projects mufti-participates including government departments, the private sectors, de- signers, 33 key success factors are ensured and 140 effective questionnaires are gotten; Then using SPSS soft- ware, 9 key factors are determined through using the principal component analysis（PCA）. Finally combined with empirical research results, some suggestions are put forward： firstly, to focus on PPP project related policy and implementation mechanism; secondly, to build competitive mining procedure and ensure the transparency de- gree of mining process; thirdly, to pay attention to the implementation environment of projects and the external support factors.
