摘要
传统的鞍山产业结构是在"产业锁定"和"资源锁定"路径影响下形成的。本文分析了鞍山市产业结构演变经历的资源型产业初步形成、钢铁产业畸形膨胀、国有制钢铁产业主导、钢铁产业逐渐衰退、产业结构逐渐完善五个阶段,其产业结构演进具有空间、产业、资源和历史四个锁定特征,主要是资源转型动力、新型工业化、产业政策和资源型城市发展周期的影响所致。在新常态下,鞍山需要进行产业结构优化升级,通过加速发展现代农业,提升农业产业化水平;调整优化工业结构,提升工业整体素质;加快发展第三产业,提升现代服务业的层次和水平等路径,解决鞍山产业结构升级进程中的矛盾,推动鞍山产业结构更加合理化和高级化。
The traditional industrial structure in Anshan is formed depending on the path of industry lock and resource lock.This paper analyzes and look back on the evolution of Anshan industrial structure.It has experienced five stages of the initial shaping of resource industry,abnormal expansion of steel industry,the leading condition of state-owned steel industry,the gradual recession of steel industry and the gradual self-improvement of steel industry.Its industrial structure has the characteristics of space,industry,resource and history which are brought mainly by the resource transformation power,new industrialization,industrial policy and the development circle of the resource city.Under the new normality,Anshan needs to optimize and upgrade its industrial structure to accelerate the development of modern agriculture,promote the level of agricultural industry,adjust and optimize industrial structure,improve the whole quality of the industry,develop the third industry and improve the level of modern service industry to solve the contradictions in the process of upgrading Anshan industrial structure and promote Anshan industrial structure to a rational and senior level.
