摘要
世界文化遗产的管理规划是在世界遗产价值特点和管理体系下,根据具体管理要求而建立的管理体系。在我国以文物保护单位为核心的文物保护体系中,世界文化遗产地在法律地位、保护原则与理念、管理体系和机制等各方面均与文物保护单位呈现较大的不同。管理规划也与我国文物保护单位的保护规划具有较大的区别。本文通过综述管理规划的内涵、作用和特点,分析与文物保护规划的异同,并以左江花山岩画文化景观等遗产地为例,为世界文化遗产地的保护管理工作提出建议和参考。
The management plan of world cultural heritage is the management system for the requirement of detailed management needs, in the frame of world heritage significance and management system. The legal position, conservation principals and theory, management system and mechanism, of world cultural heritage is quite different compare to those of the legal protected cultural heritage units in Chinese conservation system, which concentrates in the legal protected units. The management plan of world cultural heritage is also quite different from the conservation plan of legal protected cultural heritage units of China. The paper aims to synthesize the meaning, effect, and features of management plan, and analyze the difference compared to conservation plan, taking Zuojiang Huashan Rock Art Cultural Landscape as an example, for the reference and suggestion to the management activities of world cultural heritage in China.
