摘要
煤炭运输在郑州铁路局货物运输中占主导地位,煤炭运输货车超载给铁路运输安全埋下隐患,超载原因及防控对策的研究对煤炭铁路运输安全具有重要意义。针对铁路煤炭运输货车超载现象从制度原因、设备原因、人员原因等方面进行原因分析,提出防控铁路煤炭运输货车超载的对策,即完善管理规章制度、加大计量设备覆盖面、提升计量设备质量、提高队伍素质等,以实现"装一辆重车,保一路平安"的目标。
Coal transportation occupies a leading position in freight transportation of Zhengzhou Railway Administration, and freight car over-loading of coal transportation buries hidden dangers for railway transport safety. Therefore the causes and prevention countermeasures of the over-loading have significance on railway coal transportation safety. Targeting with freight car over-loading status of coal transportation, this paper analyzes the causes from aspects of system, personel and equipment, and puts forward countermeasures of preventing the over-loading problem, such as improving management regulations and rules, enhancing coverage of measurement equipment, improving quality of measurement equipment and strengthening team quality, so as to achieve the object of ＂ensuring transport safety for each loaded car＂.
