我国信用评级对外开放问题及对策研究

摘要 在经济一体化和金融全球化趋势下,评级业逐步形成了以标普、穆迪和惠誉三大评级机构为核心的国际评级体系。三大评级机构建立了世界霸权,严重威胁各国经济金融安全。目前我国评级业国际竞争力较弱,主要表现在:监管框架不完善、缺乏核心竞争力、外资机构不断渗透、受制于三大评级机构等方面。建议从完善评级监管框架、支持培育本土评级机构、把握对外开放尺度、加强评级国际合作等方面着手,打破三大评级机构的垄断霸权,提升我国评级业的国际话语权。 Under the background of economic integration and financial globalization, rating industry has gradually established the international rating system centered with three major rating agencies, i. e. Standard & Poor' s, Moodier and Fitch' s. The three rating agencies have built the world hegemony, which is a serious threat to the financial security of various economies. At present the international competitiveness of China' s rating industry is rather weak, which is mainly manifested : imperfect regulatory framework, lack of core competitiveness, foreignfunded institutions continuing to penetrate, subject to the three international rating agencies, etc. Suggestions are made as follows: improve rating supervision framework, support and cultivate domestic rating agencies, master the scale of opening to the outside world, and strengthen international cooperation with other rating institutions, so as to break the monopoly of the three major rating agencies and raise international say for China credit rating industry.
